Moved by O’Farrell, seconded by Peterson to approve salary increase for David Stone to $7.95 per hour, effective April 3, 2001, per recommendation of Richard Holst. Motion carried unanimously.
Moved by Peterson, seconded by Condon to approve and authorize Chair to sign Contract for MH/MR/DD services with WESCO Industries, Denison, Iowa. (Copy on file in CPC office). Motion carried unanimously.

BE IT RESOLVED BY County of Webster County, Iowa THAT Jill L. Whereas, County of Webster County Iowa (subgrantee), has made application through Iowa Emergency Management Division (IEMD) to the Federal Emergency Management Agency (FEMA) for the Hazard Mitigation and Risk Assessment GIS Database Grant Program, in the amount of $4680.00 for the total project, or $2340.00 as the 50% federal share,and
WHEREAS, Webster County (subgrantee) recognizes the fact that the Hazard Mitigation and Risk Assessment GIS Database Grant Program is a 50% federal / 50% local matching grant,and
WHEREAS, Webster County (subgrantee) shall form an agreement with Iowa EMD and FEMA as to the date that said 50% shall be made available to match the federal funds awarded.
Webster County (subgrantee) agrees to provide $2340.00 (two thousand three hundred and forty dollars) of local monies to be used as matching funds for the Hazard Mitigation and Risk Assessment GIS Database Grant Program as outlined in the grant application.

RESOLUTION
RESOLUTION to initiate vacation of six parcels of road easement in the unincorporated Town of Roelyn, Iowa lying in the Southwest One Quarter of Section Twenty-one, Township Eighty-eight North, Range Thirty West (SW1/4 Section 21-T88N – R30W) of the Fifth Principal Meridian, Webster County, Iowa.
WHEREAS the adjoining landowners have requested the vacancy of the following described parcels of easement, and
WHEREAS travel by the general public will not be impeded by the vacancy of said Parcels, and
WHEREAS the adjoining landowners desire to expand the physical improvements of their company across said parcels, and
WHEREAS, vacating said parcels would return same to the county taxroll thereby benefiting the general public,
NOW THEREFORE BE IT RESOLVED, the Webster County Board of Supervisors hereby propose the vacation of the following described parcels of road easement, to wit:

Moved by Peterson, seconded by Condon to adopt the following resolution and to approve and authorize Chair to sign 28E Agreement with Iowa State Association of Counties and with other Counties to form a separate legal entity known as County Rate Information System to provide state-wide rate setting methodology. RESOLUTION
WHEREAS, Participant Counties desire to cooperate, one with another, for the purpose of establishing a state-wide rate setting methodology; and
WHEREAS, each County is a public agency within the meaning of Iowa Code Chapter 28E (2001) and the Iowa State Association of Counties (“ISAC”) is a private agency within the meaning of Iowa Code Chapter 28E (2001):
THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WEBSTER COUNTY that this County does hereby enter into the County Rate Information System 28E Agreement with the Iowa State Association of Counties and with other Counties, to form a separate legal entity known as County Rate Information System, to provide a state-wide rate setting methodology, and the Chairperson of the Board of Supervisors is hereby empowered and directed to execute the County Rate Information System 28E Agreement on behalf of this County.

The Webster County Historical Society discussed plans for an open house this fall following the completion of the courthouse restoration.

2001 WEED RESOLUTION
WHEREAS noxious weeds, if not controlled, would be a major problem in Webster County.
WHEREAS section 317.13 of the Code of Iowa grants the Board of Supervisors the authority, upon the recommendation of the County Weed Commissioner, to yearly set out by resolution a program of weed control for that year.
WHEREAS pursuant to Section 317.14, notice of the program must be published.
WHERAS the Webster County Weed Commissioner has recommended the following program for weed control in conformance with and to the provisions of Chapter 317 of the Code of Iowa.
BE IT HERE BY RESOLVED by the Board of Supervisors for Webster County, Iowa: That pursuant to the provisions of Chapter 317, 1996 Code of Iowa, It is hereby ordered:
1.That each owner and each person in the possession or control of any land in Webster County shall control on that land all noxious weeds as defined below at such time and such manner as shall prevent said weeds from blooming or coming to maturity. Noxious weeds shall be cut, burned, or otherwise destroyed as often as necessary to prevent seed production. Furthermore each owner and each person in possession or control of any land in Webster County shall keep that land free from the growth of any type of weed, which would render the streets or highways adjoining said land unsafe for public travel. Such Weeds shall be cut or otherwise controlled as often as necessary to keep the streets or highways adjoining said land safe for public travel.
PRIMARY NOXIOUS WEEDS: Quack Grass, Perennial Sow Thistle, Canada Thistle, Bull Thistle, Field Bindweed, Horse Nettle, Leafy Spurge, Hoary Cress (perennial Pepper-grass), Russian Knapweed, Tall Thistle, Musk Thistle, Buckthorn, and Purple Loosestrife.
SECONDARY NOXIOUS WEEDS: Wild Mustard, Velvetleaf (Butterprint), Cocklebur, Wild Carrot, Shattercane, Buckthorn Plantain, Red (sheep) Sorrel, Curly Dock, Smooth Dock, Poison Hemlock, Multiflora Rose, Teasel, Puncture Vine.
2.That each owner and each person in the possession or control of any lands in Webster County infested with primary noxious weeds shall adopt a program of Weed control as prescribed by the Weed Commissioner, which shall be designed to immediately control and keep under control such infections of noxious weeds.
3.That if owners or persons in control of any lands in Webster County shall fail to comply with the foregoing orders, the Weed Commissioner shall cause this to be done and the expense of such work, including the costs of serving notice and other costs, if any shall be assessed against the real estate upon which weeds were controlled.
4.That the county auditor be and hereby is directed to cause notice of the making and entering of the foregoing Order to be published by one publication in each of the official newspapers of the County.

WHEREAS, William Becker of Fort Dodge, Iowa, has filed for approval a Final Plat of Parkridge 2nd Addition, a subdivision of real estate described as follows:
Parkridge 2nd Addition to Webster County, Iowa which is more particularly described in the Surveyor’s Certificate accompanying the plat; and
WHEREAS, said plat is accompanied by a certificate acknowledging that said subdivision is by, and with the free consent of the proprietor; and
WHEREAS, the subdivision lies within the boundaries of Webster County, Iowa and within two miles of the City of Fort Dodge and has been examined and approved by the City of Fort Dodge in accordance with Section 354.9 of the Code of Iowa; and
WHEREAS, the Webster County Planning and Zoning Commission has waived their right to review preliminary and final plats within two miles of the City of Fort Dodge; and
WHEREAS, said plat and attachment thereto have been examined by the Webster County Board of Supervisors and appears to conform to the requirements of the Webster County Comprehensive Plan, Webster County Zoning Ordinance, and Subdivision Regulations of Webster County; and the requirements of other ordinances and State law governing such plats.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WEBSTER COUNTY, IOWA THAT said plat is hereby approved.
