Moved by Magnusson, seconded by O’Farrell to approve minutes of meeting July 31, 2001. Motion carried unanimously.
Moved by O’Farrell, seconded by Peterson to approve salary increase for Lisa Burr, MH/DD Case Manager to $31,610.00, effective July 9, 2001, per recommendation of Irene Blair. Motion carried unanimously.
Moved by Peterson, seconded by Condon to receive and place on file employment status change to full time for Sue Ledford, RN, Public Health Department effective August 6, 2001. Motion carried unanimously.
Moved by Condon, seconded by Magnusson approve Utility Permit Application for Tim Anderlik for water line crossing in Section 15, Yell Township. Motion carried unanimously.

Kay Nerhus discussed overlapping acres in Drainage District No. 247-7 and #4-272. Moved by Magnusson, seconded by O’Farrell to retain Mer Engineering to review the area in Section 20, Newark Township and report his findings regarding this matter. Motion carried unanimously.
Brian Waddingham, Iowa Central Community College Agricultural Instruction Coordinator introduced himself to the Board and reviewed this fall’s program. No action taken.
Randy Lampe, representing PCS and Associates discussed an amended jail study. The Board agreed to look into shared cost for food and laundry services with the State Prison and the possibility of acquiring approximately three acres of land from Webster County Development. Chairperson Kirkberg will report to PCS to discuss other options.
At 1:30p.m. a Classification Hearing on annexation of lands into Drainage District #51 Webster & #291 Calhoun was held. For further particulars see Drainage Record Book.

Moved by Magnusson, seconded by O’Farrell to approve minutes of meeting August 7, 2001. Motion carried unanimously.
Moved by O’Farrell, seconded by Condon to approve salary increase to $28,327.87, for Brenda Angstrom, effective August 15, 2001, per recommendation of County Auditor. Motion carried unanimously.
Moved by Condon, seconded by Magnusson to approve Webster County acting as fiscal agent for a grant from Iowa Department of Economic Development for North Central Iowa Cluster Development Group to develop and market a life science cluster for economic development purposes and that the Webster County Auditor be designated fiscal agent. Moved by Condon, seconded by Magnusson to approve and authorize Chair to sign agreement between Webster County and Francis Halback and Ken Lacaille to perform demolition work various properties in Lanyon.
This is considered to be an agreement between Webster County and Francis Halbach and Ken Lacaille to perform the following work on the following property: Lot Number One (1) except the North 7 feet thereof conveyed for road purposes, and all of Lot Two (2), all in Block Number One (1) in the Original Town of Lanyon, Webster County, Iowa. The North ½ of the East ½ of Vacated 2nd Street in the Town of Lanyon, Webster County, Iowa.
1.Tear down and properly dispose of all material composing and found in and around the house and garage located on the lot.
2.Bring in enough fill as needed to level the ground area of the building foundation.
It is also agreed that Webster County is NOT liable for any accidents or injuries to Francis Halbach or Ken Lacaille while performing the work tasks listed above. Webster County is also NOT liable for any equipment breakage while performing the above work tasks.

WHEREAS, Webster County is proposing various construction projects for the construction seasons of 2002 and 2003, and
WHEREAS, Additional easements for highway right-of-way will be required for completion of these projects, and
WHEREAS, Purchase of this additional right-of-way shall be accomplished in an orderly and equitable manner, and in accordance with applicable state and federal regulations, and
WHEREAS, The procedures and market value factor that are the results of the research in the “2001 Property Value Study” will satisfy the foregoing requirements.
NOW THEREFORE BE IT RESOLVED, That the Webster County Board of Supervisors has reviewed the “2001 Property Value Study” and hereby approves the acquisition procedures outlined in said study for right-of-way acquisitions for these projects. The Board also authorizes that the original copy of the report and all supporting documents shall be kept on file at the Office of the County Engineer for a period of not less than five years.

WHEREAS, Additional easements for highway right-of-way will be required for completion of these projects, and
WHEREAS, In accordance with Webster County’s adopted right-of-way acquisition procedures, the Webster County Board of Supervisors will be acting in the capacity of a review appraiser.
NOW THEREFORE BE IT RESOLVED, That the Board hereby authorizes its Chairperson, throughout the duration of these projects, to indicate Board approval of each review appraisal by his signature on the appropriate document.

RESOLUTION
WHEREAS, Webster County is proposing various constructions projects for the construction seasons of 2002 and 2003, and
WHEREAS, Said projects will require additional easements for highway right-of-way to complete these projects, and
WHEREAS, No relocation of homesteads or business is anticipated at this time,
NOW THEREFORE BE IT RESOLVED, That no relocation plan is necessary at this time. However, Should future design changes necessitate such relocations, all the appropriate procedures in accordance with Chapter 316, Code of Iowa will be Utilized.

At 2:00p.m. County Redistricting Committee met with Jake Hansen, representing Midas who reported that the population of the supervisors district is not in equal population and the boundaries need to be adjusted to reflect the 2000 Census data. The Board, acting as the Temporary Redistricting Commission reviewed three proposed plans. Moved by Magnusson, seconded by O’Farrell to recess until 10:00a.m. on Monday August 20, 2001.

The Board of Supervisor, acting as Temporary Redistricting Commission met on the above date with the following members present: O’Farrell, Magnusson, Condon, Peterson and Chairperson Kirkberg. Absent none.
Jake Hansen submitted proposed redistricting plans. Webster County’s total population is 40,235, and equal population within each district would be 8,047. Plan 4 was the most equal in population and would not require any variance because all five supervisor districts where less than one percent deviation as required by law. Plan 2 has a deviation percentage of –2.50 in district 2 and l.96 in district 4. Plan 3a has a 1.01 deviation percentage in district 1 and –1.43 in district 5. Plan 3b has a deviation percentage of 1.43 in district 5, but also split the combined precinct of Clay-Roland in two separate precincts.
Plan 4 appears to be the most equal in population and would have one supervisor district entirely within the City of Fort Dodge and one supervisor district entirely outside of Fort Dodge. Also four out of five of the supervisor districts would have at least some rural area.
Moved by Magnusson, seconded by O’Farrell to approve the following proposed plan four with the amendment that all of South Cooper Precinct be included in proposed Supervisor District No. Two, and further to set 11:00a.m. on August 28, 2001, in the Board of Supervisors Room, Webster County Courthouse, Fort Dodge, Iowa as the time and place for public hearing on the proposed Supervisor Redistricting/reprecincting Plan. Motion carried unanimously.
Webster County Proposed Redistricting Plan
A.VOTING PRECINCTS. The County shall be divided into precincts as required by Chapter 49 of the Code of Iowa in the following manner:
1.Deer Creek/Jackson precinct shall consist of all of Deer Creek and Jackson Townships, including the City of Clare.
2.Badger precinct shall consist of all of Badger Township, including the City of Badger.
3.Newark precinct shall consist of all of Newark Township, including the City of Vincent.
4.Johnson precinct shall consist of all of Johnson Township, including the City of Barnum.
5.Northeast Douglas precinct shall consist of all land in Douglas Township lying north of Iowa Highway 7 and east of County Road P41.
6.Douglas precinct shall consist of all land in Douglas Township not included in Northeast Douglas precinct except that portion of the City of Fort Dodge located in Douglas Township.
7. North Cooper precinct shall consist of all land in Cooper Township lying north of County Road D20 except that portion of the City of Fort Dodge located in North Cooper Township.
8.South Cooper precinct shall consist of all land in Cooper Township lying south of County Road D20 except that portion of the City of Fort Dodge located in South Cooper Township.
9.Colfax/Duncombe precinct shall consist of all of Colfax Township and the City of Duncombe.
10.Fulton precinct shall consist of all of Fulton Township, including the City of Moorland.
11.Elkhorn precinct shall consist of all of Elkhorn Township.
12. Otho precinct shall consist of all of Otho Township, including the City of Otho.
13. Pleasant Valley precinct shall consist of all of Pleasant Valley Township.
14. Washington precinct shall consist of all of Washington Township except for the City of Duncombe.
15. Clay-Roland precinct shall consist of all of Clay and Roland Townships, including the City of Callender.
16. Burnside precinct shall consist of all of Burnside Township.
17. Sumner-Webster-Yell precinct shall consist of all of Sumner, Webster, and Yell Townships, including the City of Lehigh.
18. Gowrie precinct shall consist of all of Gowrie Township and the City of Gowrie.
19. Lost Grove precinct shall consist of all of Lost Grove Township, including the City of Harcourt, except for that portion of the City of Gowrie located in Lost Grove Township.
20. Dayton precinct shall consist of all of Dayton Township, including the City of Dayton.
21. Hardin precinct shall consist of all of Hardin Township and that portion of the City of Stratford located in Webster County.
B.SUPERVISOR DISTRICTS. . The County shall be divided into precincts as required by Chapter 49 of the Code of Iowa in the following manner:
1. The first Supervisor District in Webster County shall consist of Deer Creek/Jackson, Badger, Newark, North Cooper, and Colfax/Duncombe precincts as well as precincts 1 and 11 in the City of Fort Dodge.

The Board of Supervisor met in Session on the above date with the following members present: Magnusson, Condon, Peterson and Chairperson Kirkberg. Absent O’Farrell.
Historical Society met with the Board to discuss Courthouse Open House and finalizing the plans for the September 14, 2001 open house.

Moved by Peterson, seconded by Condon to approve Family Medical Leave for Richard A. Holst, effective August 24, 2001.(Copy on file in Auditor’s office). Motion carried unanimously.
Moved by Condon, seconded by Magnusson to approve September 14, 2001 as the date for the official open house for the rededication of the restoration of the Webster County Courthouse, coordinating the event with the Webster County Historical Society and because certain expenses will be incurred, approve expenses of printing invitations, programs, postcards, photos, refreshments and decorations upon submitting claims thereof to the Board of Supervisors. Motion carried unanimously.
Mike McCarville reported that by polling the Development Board members land would be available for a proposed jail in the area of the State Prison, but that there is a $3,000.00 per acre mortgage on the property that would have to be paid. No action taken.
Moved by Magnusson, seconded by Condon to approve Construction and Maintenance Agreements for Town of Callender and Town of Gowrie. (Copies on file in Engineer’s Office). Motion carried unanimously.
Moved by Condon, seconded by Magnusson to approve bids for Main Maintenance Facility Salt Shed which includes three contracts for a total of $53,304.49 and authorize Engineer to sign contract documents at the appropriate time. Motion carried unanimously.
Michelle Carlton, representing Restorative Justice Services for Juvenile Offenders and Crime Victims of North Central Iowa, requested funding FY02 in the amount of $5,000. Supervisor Magnusson requested that she present her request at the September 7, 2001 Six area county meeting. Moved by Condon, seconded by Magnusson to table until September 11, 2001.
At 10:30a.m a Public Hearing on the Construction Career Training Grant Program has held to review the career link program. Tom Fulcher reviewed the program and reported the accomplishments and the future goals. (Copy of report is on file in Auditor’s office). Moved by Magnusson, seconded by Condon to close the public hearing. Motion carried unanimously.
At 11:00a.m. a Public Hearing on the Proposed Redistricting Plan for Webster County Supervisor Districts. Jake Hansen, representing Midas reviewed the requirements of redistricting and updated the public on the activities of the redistricting commission. Bob Stark commented that it didn’t seem fair that a young Supervisor gets elected and then you change the district taking away a good share of his district and voiced his concern that the rural area would become extinct. John Condon asked what is the balance within the city because he is concerned that we are losing rural representation.
Jake Hansen pointed out that the city/county is about a sixty/forty split. This proposed plan has one district totally within the City of Fort Dodge and one district totally outside of the City of Fort Dodge with rural areas attached to four out of five districts. Also, there is the option of the supervisors being elected at large, but it would take a referendum to initiate a change is the supervisor’s district plan. No further comments, it was moved by Peterson, seconded Magnusson to close public comment and approve the proposed plan as follows:

1. The first Supervisor District in Webster County shall consist of Deer Creek/Jackson, Badger, Newark, North Cooper, and Colfax/Duncombe precincts as well as precincts 1 and 11 in the City of Fort Dodge.
2. The second Supervisor District in Webster County shall consist of South Cooper, Fulton, Pleasant Valley, Otho, Washington, Clay-Roland, Burnside, Sumner-Webster-Yell, Gowrie, Lost Grove, Dayton, and Hardin precincts.
3.The third Supervisor District in Webster County shall consist of precincts 8, 9, 10, and 12 in the City of Fort Dodge.
4.The fourth Supervisor District in Webster County shall consist of Northeast Douglas precinct as well as precincts 2, 3, 4, and 7 in the City of Fort Dodge.
5.The fifth Supervisor District in Webster County shall consist of Johnson, Douglas, and Elkhorn precincts as well as precincts 5 and 6 in the City of Fort Dodge.
