Organizational/Regular Meeting
January 2, 2002
The Board of Supervisor met in Session on the above date pursuant to law and to the rules of said Board with the following members present: Magnusson, O’Farrell, Peterson, Condon and Kirkberg.
The meeting was called to order by Auditor entertaining a motion to appoint a Chairperson for year 2002. Moved by O’Farrell, seconded by Peterson to appoint Floyd Magnusson as Chairperson for year 2002. Motion carried unanimously.
Moved by Condon, seconded by Kirkberg to appoint Dennis O’Farrell as Vice-Chairperson for Year 2002. Motion carried unanimously.
Moved by Kirkberg, seconded by O’Farrell to approve minutes of December 31, 2001 meeting. Motion carried unanimously.
Moved by O’Farrell, seconded by Peterson to authorize Auditor to issue warrants for Year 2002 when Board is not in session for the following named purposes: freight, express, postage, utilities, salaries and payroll where such compensation shall have bee previously fixed by the Board upon Certificate of the officer or foreman under whom such compensation shall have been earned. Motion carried unanimously.
Moved by Peterson, seconded by Condon to approve the following appointments: Joan Harp to Conservation Board for a five year term; Pat Porter to the Veteran Affairs Commission for a three year term; Jane Burleson, Pat McLoud and Gary Schwendemann to the Webster County Magistrate Appointing Commission for six year terms; Michael Donahue and John Marrs to the Human Rights Commission for two year terms; and Rebecca Geisler to the Board of Health for a three year term. Motion carried unanimously.
Moved by Condon, seconded by Kirkberg to approve the following appointments to the Condemnation Jury for Year 2002.

Moved by Peterson, seconded by Condon to approve The Messenger, Dayton Review and Gowrie News as the Official Newspapers of Webster County for the 2002 year. Motion carried unanimously.
Moved by Condon, seconded by Kirkberg to approve employment of Randall Will, as Webster County Engineer, effective February 4, 2002 and to authorize Chair to sign Contract. (Copy of contract on file in Auditor’s office). Ayes: O’Farrell, Peterson and Condon. Kirkberg abstained and Chairperson Magnusson didn’t vote. Motion carried.

The Board of Supervisor met in Session on the above date with the following members present: O’Farrell, Peterson, Condon, Kirkberg and Chairperson Magnusson.
Moved by O’Farrell, seconded by Peterson to approve minutes of January 2, 2002 meeting. Motion carried unanimously.
Moved by Peterson, seconded by Condon to receive and place on file petition filed by Drew Sieben, opposing the 8% pay raise proposed by the Webster County Compensation Board, any raise should not exceed the 2.6% cost of living adjustment determined by Social Security. Motion carried unanimously.
Webster County Compensation Board presented the following fiscal year 2002-2003 salary recommendations for the Elected Officials: Supervisors $30,500; Chairperson $31,125; Sheriff $68,000; Auditor $50,500; Treasurer $49,500; Recorder $49,500; and County Attorney $75,000. Following public comment, it was moved by Condon, seconded by Kirkberg to approve the Fiscal Year 2002-2003 Elected Officials salaries upon a seventy-five percent (75%) reduction of the recommendations submitted by the Webster County Compensation Board and are as follows:

Moved by O’Farrell, seconded by Peterson to approve and authorize Chair to sign second quarter Water Well Grant Report and Request for Payment. Copy on file in Auditor’s office. Motion carried unanimously.
Moved by Peterson, seconded by Condon to adopt the following Resolution:
RESOLUTION
BE IT RESOLVED by the Board of supervisors of Webster County, Iowa, that Eldon f. Rossow, P.E., the Interim County Engineer of Webster County, Iowa, be and is hereby designated, authorized, and empowered on behalf of the Board of Supervisors of said County to execute the certification of completion of work and final acceptance thereof in accordance with plans specifications in connection with all Farm-to-Market and federal or state aid construction projects in this county until February 4, 2002, and Randall J. Will P.E., as Engineer of Webster County, Iowa, effective on February 4, 2002.

Moved by Condon, seconded by Kirkberg to approve and authorize Chair to sign Utility Permit Applications for Webster Calhoun Cooperative Telephone Company to install copper cable in Sections 23 and 26 of Jackson Township; Section 27 Lost Grove Township; and to install copper and fiber optic cable in Sections 26, 27, 35 and 36 in Lost Grove Township. Various Librarians representing the Webster County Library Association discussed FY03 funding. Moved by Kirkberg, seconded by Peterson to restore fiscal year 2003 library funding to fiscal year 2002 level of funding, a total of $179,077. Motion carried unanimously.
Randy Lampe, representing PCS Consultants presented a revised Jail Study. The plan included an Eighty-two-bed block plan at an estimated cost of $6,691,555. Moved by O’Farrell, seconded Peterson to tentatively approve the 82-bed block plan and to authorize Randy Lampe to proceed with the plans. Motion carried unanimously.

The Board of Supervisor met on the above date with the following members present: O’Farrell, Peterson, Condon, Kirkberg and Chairperson Magnusson.
The Board of Supervisors, acting as Canvass Board, canvassed Drainage District No. 96 Trustee Election, Trustee District No.3. Moved by Peterson, seconded by O’Farrell to accept the following as the Official Canvass of said election held on January 19, 2002, duly electing Thomas Laufersweiler:

The Board of Supervisors met with Ken Riedel, Ames Area Service Manager and Lee Berger, Business Manager with the Department of Human Services. The Board voiced their concerns regarding the increase in Fiscal Year 2002-2003 Budget and the decrease in the monthly rent, but increase in space. Lee Berger will discuss their concerns further on Tuesday February 5, 2002 at 9:00a.m. No action taken.

Moved by Condon, seconded by Kirkberg to approve and authorize Chair to sign Letter of Support on behalf of Trinity Hospital in support of their request for a second cardiac catheterization laboratory from the Certificate of Need Program.
