The Board of Supervisor met in Session on the above date with the following members present: O’Farrell, Peterson, Condon, Kirkberg and Chairperson Magnusson.
Moved by O’Farrell, seconded by Peterson to approve minutes of October 29, 2002 meeting. Motion carried unanimously.
Moved by Peterson, seconded by Condon to receive and place on file Drainage Repairs in D.D.#16 Webster #31 Calhoun, Lateral 2. Motion carried unanimously.
Moved by Condon, seconded by Kirkberg to approve and authorize Chair to sign the following Resolution

Moved by O’Farrell, seconded by Peterson to approve Preliminary Plat Freedom Subdivision in Elkhorn Township Section 3, with the following exceptions: Developer may start construction of improvements after preliminary plat approval; however developer must obtain a performance bond to meet County requirements before construction can start; and Developer must meet the city of Fort Dodge requirement for seven inch P.C.C. and six inch road stone for paved roads within subdivision. Motion carried unanimously.
Moved by Peterson, seconded by Condon to allow claims. Motion carried unanimously.

The Board of Supervisor met in Session on the above date with the following members present: O’Farrell, Peterson, Condon, Kirkberg and Chairperson Magnusson. Absent at 1:00p.m. Canvass: Peterson.
Moved by O’Farrell, seconded by Peterson to approve minutes of November 5, 2002 meeting. Motion carried unanimously.
Moved by Peterson, seconded by Condon to approve pay increase for Danell Stoneburner to $10.36 per hour, effective November 9, 2002 and Dave Stone to $9.14 per hour, effective November 3, 2002, per recommendation of Richard Holst, Building Maintenance. Motion carried unanimously.
Moved by Condon, seconded by Kirkberg to approve and authorize Chair to sign Service Agreement with Per Mar Security Services for Webster County Disabilities Alliance Building at 602 3rd Avenue North, Fort Dodge, Iowa. (Copy on file in CPC’s office). Motion carried unanimously.
Butch Hoffman, representing Federal Signal Corporation to discuss outdoor warning sirens. No action taken.

Moved by O’Farrell, seconded by Peterson to approve minutes of November 12, 2002 meeting. Motion carried unanimously.
Moved by Peterson, seconded by Condon to receive and place on file the following Drainage Repairs: D.D.#89, D.D.#52, D.D.#65 and D.D.#34. Motion carried unanimously.
Moved by Condon, seconded by Kirkberg to approve salary increase for Jean Greve to $28,892.21, effective November 18, 2002 per recommendation of Judy Cosgrove, Webster County Recorder. Motion carried unanimously.
Moved by Kirkberg, seconded by O’Farrell to approve funding request in the amount of $1,020.00 from the Webster County Bar Association to build two additional wall frames for pictures on the third floor of the Webster County Courthouse. Motion carried unanimously.
Moved by O’Farrell, seconded by Peterson to table approval of amendment to Webster County Handbook for Employees and Office Manager Salary Schedule until December 10, 2002 regular meeting. Motion carried unanimously.
Moved by Peterson, seconded by Condon to approve employment of Mike Passow as District Two Foreman in Secondary Road Department, effective November 14, 2002, at base pay rate of $16.01 per hour, per recommendation of County Engineer Randy Will. Motion carried unanimously.
Jake Hansen and Brad Klug discussed changes to Rabiner Treatment Center construction projects and associated amendments. Moved by Condon, seconded by Kirkberg to approve Rabiner Treatment Center request to amend Iowa Department of Economic Development Community Development Block Grant Program Contract and authorize Chair letter of the same. (Copy of letter on file in Auditor’s office). Motion carried unanimously.

Moved by Condon, seconded by Kirkberg to approve and authorize chair to sign Grant to Counties Well Program Application for Fiscal Year 04. (Copy on file in Auditor’s office). Motion carried unanimously.
Moved by Kirkberg, seconded by Peterson to approve and authorize Chair to sign letter to transfer administrative authority and fiscal agent responsibility for the Grants to Counties Well Program to Environmental Health/Sanitarians Office. (Copy on file in Auditor’s office). Motion carried unanimously.
Nicole Jones and Larry Rohret, representing Upper Des Moines discussed fiscal year 2004 funding, requesting $20,000. No action taken.
