The Board of Supervisor will meet in Session on the above date with the following members present: Condon, Dencklau, Lizer, Motl and Nolting. Absent: None.
Moved by Condon, seconded by Dencklau to approve minutes of January 29, 2008, regular meeting. Motion carried unanimously.
Moved by Dencklau, seconded by Motl to approve salary increase for Darci Deal Mersch to $15.92 per hour, effective February 10, 2008, per recommendation of Irene Blair, Community Services Director. Motion carried unanimously.
Public Hearing was held to review the following bids received on January 31, 2008 for the Second Floor Renovation of Building at 723 First Avenue South – Webster County Community Services (Webster County Disabilities):
Kolacia Construction $84,999.00
RoJohn Home Improvement, Inc $80,072.00
Russ’s Contruction $89,679.86
No written or oral objections were heard. Chairman Lizer closed the public hearing.
Moved by Motl, seconded by Nolting to accept the low bid submitted by RoJohn Home Improvement, Inc. in the amount of $80,072.00; and further to authorize Chair to sign Contract at the appropriate time. Motion carried unanimously.
Moved by Nolting, seconded by Condon to allow claims. Motion carried unanimously.

Moved by Condon, seconded by Dencklau to approve minutes of February 5, 2008, regular meeting. Motion carried unanimously.
Moved by Dencklau, seconded by Motl to receive and place on file Drainage Repairs for D.D. # 3 Webster - #9 Humboldt. Motion carried unanimously.
Moved by Motl, seconded by Nolting to approve transfer in the amount of $2,840.00 from General Basic to Canine Fund. Motion carried unanimously.
Moved by Nolting, seconded by Condon to withdraw item to approve Beer Permit Renewal Application for Mineral City Speedway until Dram Shop endorsement is approved. Motion carried unanimously.
Moved by Condon, seconded by Dencklau to approve and authorize chair to sign deed restrictions on three parcels of land in Section 9 and 10 Newark Township for the Miller Marsh Addition Project, per Department of Transportation Mitigation Agreement. (Copies on file in Auditor’s office). Motion carried unanimously.
Moved by Dencklau, seconded by Motl to approve and authorize Chair to sign contracts with Iowa Interactive and ASPIRE (Automated Statewide Portal for Integrated Real Estate and Election Data). (Copies on file in Auditor’s office). Motion carried unanimously.
Moved by Motl, seconded by Nolting to approve the following resolution:
RESOLUTION
SUPPORTING INCREASING REVENUE TO ROAD USE TAX FUND
WHEREAS, the Road Use Tax Fund is an important source of support for construction and maintenance projects at the city, county and state level; and
WHEREAS, an integral part of Road Use Tax Fund is the fuel tax, which has not increased since 1989, and during that timeframe construction costs have more than doubled; and
WHEREAS, the Iowa Good Roads Association, the Iowa County Supervisor's Association, the Iowa County Engineer's Association, the Iowa League of Cities, Professional Developers of Iowa, and a consortium of additional public and private individuals and organizations, have promoted the TIME-21 program (Transportation Investment Moves the Economy in the 21st Century) to underscore the steady deterioration of the construction dollar; and
WHEREAS, TIME-21 supports the Iowa Department of Transportation's request for an additional $200 million added to the R.U.T.F. that would be committed to roadway infrastructure and would be generated by increasing transportation-related fees;
NOW, THEREFORE, BE IT RESOLVED that the Webster County Board of Supervisors recognizes the vital role that our transportation system performs for Iowa and encourages the legislature to consider funding alternatives, including increasing the fuel tax, to increase revenue to the Road Use Tax Fund.

Moved by Condon, seconded by Dencklau to approve minutes of February 12, 2008, regular meeting. Motion carried unanimously
Moved by Dencklau, seconded by Motl to approve salary increases as follows: Matthew Webb to $11.19 per hour, effective February 6, 2008; James Skelly to $12.52 per hour, effective February 13, 2008; Thomas Steck, to $12.00 per hour, effective March 18, 2008; and Melissa Nelson to $12.26 per hour, effective March 27, 2008. Motion carried unanimously.
Moved by Motl, seconded by Nolting to approve and authorize Chair to sign Agreement between Webster County, Iowa and Teamsters Local 238 (Courthouse Unit), for period July 1, 2008 through June 30, 2011. (Copy on file in Auditor’s office). Motion carried unanimously.
Moved by Nolting, seconded by Condon to approve bond for Rasch Construction Inc. for sewer installation. Motion carried unanimously.
Moved by Condon, seconded by Dencklau to approve and authorize Chair to sign Addendum to Webster County Contract for Library Services.

It was Engineer Will’s recommendation that the Board table any action to allow him to complete more research and solicit prices for pickups with gasoline engines.

At 10:30a.m Public Hearing was held on the first consideration to adopt Webster County Ordinance No. 043: An Ordinance describing the forms of assistance provided by Webster County, Iowa in accordance with Chapter 252, Code of Iowa, to poor and needy persons and establishing criteria which must be met by an applicant before assistance is made available to persons; further repealing Webster County Ordinance No. 037, an ordinance prescribing the General Relief program in Webster County, Iowa. No written or oral comments or objections were heard. Chairman Lizer closed the public hearing.

Moved by Condon, seconded by Dencklau to approve minutes of February 19, 2008, regular meeting. Motion carried unanimously.
Moved by Dencklau, seconded by Motl to approve salary increase for Doreen Pliner to $11.76 per hour, effective February 22, 2008 and Laura Geist to $11.76 per hour effective March 4, 2008, per collective bargaining contract. Motion carried unanimously.
Moved by Motl, seconded by Nolting to approve and authorize Chair to sign Cost Allocation Plan for year ending June 30 2007. Motion carried unanimously.
Moved by Condon, seconded by Nolting to approve and authorize Chair to sign Funding Agreements between VeraSun, Webster County and Iowa Department of Economic Development. (Copies on file in Auditor’s Office). Motion carried unanimously.

County Engineer Randy Will’s recommendation was that Webster County purchase of two tandem axle trucks with snow removal equipment in the amount of $255,590.00 from Don’s Truck Sales, Inc of Fairbanks, Iowa.

Mike Robertson, Iowa Central Community College Agricultural Program Instructor, updated board on County Farm. No action taken.
Terry Moehnke, representing Noon Sertoma requested approval to construct a Veteran’s Memorial Park in the Children’s Forest Area at Kennedy Park. Moved by Motl, seconded by Nolting to approve construction of a Veteran’s Memorial Park at Kennedy Park. Motion carried unanimously.
Cliff Weldon MIDAS Council of Governments thanked the board for their continued support and review the services provided by his agency. No action taken.
At 10:30a.m. Public Hearing was held to review bids for Webster County Conservation Miller Marsh Project. The following bids were received and opened at the Webster County Conservation Board Meeting held on February 25, 2008:

It was the recommendation of said Conservation Board to approve the low bid submitted by Ubben Tiling & Backhoe in the amount of $100,588.85. No written or oral objections were heard Chairman Lizer closed the public hearing.
Moved by Nolting, seconded by Condon to approve the low bid submitted by Ubben Tiling and Backhoe in the amount of $100,588.85 for the Webster County Conservation Miller Marsh Project; and further to authorize Chair to sign the contract documents at the appropriate time. Motion carried unanimously
