The Board of Supervisor met in Session on the above date with the following members present: Condon, Dencklau, Lizer, and Motl. Absent: Nolting
Moved by Condon, seconded by Dencklau to approve minutes of November 4, 2008 regular meeting. Motion carried unanimously.
Moved by Dencklau, seconded by Motl to approve Budget Amendment for Fiscal Year ending June 30, 2009 and the following department appropriation changes: increase Department 060-Mental Health $200,000; increase Department 099 $140,000 (for CDBG funds pass-through) and $196,000 (for Capital Project fund projects at Bank Building); increase Department 008 $127,500 and increase Department 054 $22,500. (Copy on file in Auditor’s office). Motion carried unanimously.
Moved by Motl, seconded by Condon to receive and place on file resignation of Katie Kalkwarf, Webster County Sheriff’s office. Motion carried unanimously.
Moved by Condon, seconded by Dencklau to approve promotion of Deputy Jim O’Brien to rank of Sergeant. Motion carried unanimously.
Moved by Dencklau, seconded by Motl to approve and authorize Chair to sign Animal Control Agreement with Craig A. Finlayson, contracting services for an annual amount of $14,500. Motion carried unanimously.

The Board of Supervisor met in Session on the above date with the following members present: Condon, Dencklau, Lizer, Motl and Nolting. Absent: None.
Moved by Condon, seconded by Dencklau to approve minutes of November 10, 2008 regular meeting. Motion carried unanimously.
Moved by Dencklau, seconded by Motl to receive and place on file the following Drainage Repairs: D.D.#218, D.D.#151, D.D.#195, D.D.#17, D.D.#356 and D.D.#291. Motion carried unanimously.
Moved by Motl, seconded by Nolting to approve transfer from General Basic Fund (0001) to Capital Projects Fund (0030) in the amount of $78,840.00, for building projects at Bank Building. Motion carried unanimously.
Moved by Nolting, seconded by Condon to approve employment of Shelly Escobedo, Victim/Witness Coordinator, salary of $31,491.00, effective November 24 2008, per recommendation of Timothy Schott, County Attorney. Motion carried unanimously.
Moved by Condon seconded by Dencklau to approve employment of Joel Witte, regular part-time Civil Process Server, effective November 17, 2008. Motion carried unanimously.
Moved by Dencklau, seconded by Motl to approve and authorize Chair to sign resolution to temporary close Xavier Avenue between 220th and 230th Streets for railroad crossing repairs by Canadian National. Motion carried unanimously.
Mike Robertson, Iowa Central Community College Agricultural Program Coordinator submitted rent proposal from students in said program based on their research. No action taken.

Moved by Condon, seconded by Dencklau to approve minutes of November 18, 2008 regular meeting. Motion carried unanimously.
Moved by Dencklau, seconded by Motl to receive and place on file the Drainage Repairs for D.D.#192. Motion carried unanimously.
Moved by Motl seconded by Nolting to approve salary increase for Christy L. Nelson, Clerk in Sheriff’s Office to $16.14 per hour, effective November 1, 2008. Motion carried unanimously.
Moved by Nolting, seconded by Condon to approve and authorize Chair to sign 2009 farm lease with Iowa Central Community College. (Copy on file in Auditor’s office). Motion carried unanimously.
Moved by Condon, seconded by Dencklau to approve and authorize Chair to sign 2008 Weed Commissioner’s Report. (Copy on file in Auditor’s office). Motion carried unanimously.

Moved by Condon, seconded by Dencklau to approve minutes of October 28, 2008 regular meeting. Motion carried unanimously.
Moved by Dencklau, seconded by Motl to receive and place on file the Drainage Repairs in D.D.#102 Webster and #5 Humboldt, Lateral One. Motion carried unanimously.
Moved by Motl, seconded by Condon to approve resignation of Annette Messerly, Correctional Officer, effective October 31, 2008. Motion carried unanimously.
Moved by Condon, seconded by Dencklau to approve salary increases for the following Correctional Officers: Dustin Friesth to $12.89 per hour, effective October 13, 2008; Laura Montgomery to $13.16 per hour, effective October 26, 2008; Linda Wingerson to $11.52 per hour effective November 7, 2008; Kari Crooks to $14.48 per hour effective November 27, 2008; and Michael Stenzel to $14.75 per hour, effective December 6, 2008. Motion carried unanimously.

Moved by Dencklau, seconded by Motl to receive and place on file 12-month salary increase for Angela Roderick to $31,927.20, effective November 19, 2008. Motion carried unanimously.
Moved by Motl, seconded by Condon to approve and authorize Chair to sign utility permit application from Qwest Communications to relocate fiber facilities under 140th Street between Sections 19 and 30, Newark Township. Copy on file in Engineer’s office. Motion carried unanimously.
Moved by Condon, seconded by Dencklau to approve and authorize Chair to sign utility permit application from Webster-Calhoun Cooperative Telephone Association to bury fiber optic cable along west side of Garfield Avenue in Sections 13 and 24, Gowrie Township and south side of 375th Street in Section 19, Lost Grove Township. Copy on file in Engineer’s office. Motion carried unanimously.
Moved by Dencklau, seconded by Motl to approve and authorize Chair to sign utility permit application from Mediacom to directional bore telecommunication cable under 170th Street west of Highway 169 between Sections 2 and 11, Douglas Township.
