Moved by Dencklau, seconded by Motl to approve minutes of the March 31, 2009 regular meeting. Motion carried unanimously.
Moved by Motl, seconded by Singer to receive and place on file the Drainage Repairs in D.D.#69. Motion carried unanimously.
Moved by Singer, seconded by Peterson to approve salary increase for Deputy Chris O’Brien to $39,656.21, effective April 10, 2009, per labor agreement. Motion carried unanimously.
Moved by Peterson, seconded by Dencklau to receive and place on file resignation of Craig A. Finlayson, Animal Control Warden effective May 2, 2009. Motion carried unanimously.
Moved by Dencklau, seconded by Motl to receive and place on file Sheriff’s Report of Fees Collected for period ending March 31, 2009. (Copy on file in Auditor’s office). Motion carried unanimously.

Moved by Peterson, seconded by Singer to approve and authorize Webster County Emergency Management Administrator to submit application and act on Webster County’s behalf for the Fiscal Year 2009 COPS Hiring Recovery Program Grant. Motion carried unanimously.

Moved by Dencklau, seconded by Motl to receive and place on file 12-month wage increase for Tim Vannoni, Class A Equipment Operator to $17.97 effective April 7, 2009, per labor agreement. Motion carried unanimously.

Moved by Motl, seconded by Singer to approve and authorize Chair to sign application from Van Diest and Smeltzer to bore a 24-inch subsurface drain across Route P71 immediately north of the Center of Section 22, Township 89 North, Range 27 West (Colfax Township). Motion carried unanimously.
A Public Hearing was held on the second consideration to adopt Ordinance 045, an ordinance to provide for the special valuation of Wind Conversion Property. No written or oral comments being heard, Chair Condon closed the public hearing.
Moved by Dencklau, seconded by Motl to approve second consideration and waive third consideration; and further approve the adoption of Ordinance 045, an ordinance to provide for the special valuation of Wind Conversion Property. Roll call vote: Ayes – Condon, Dencklau, Motl, Singer and Peterson. Nays – none. Motion carried unanimously.

Moved by Singer, seconded by Peterson to approve and authorize Chair to sign Release of Loan executed by Harmon Technological, Inc. and Webster County as recorded in Recorder’s Office Instrument No. 6093 on March 13, 1994. Motion carried unanimously.

Moved by Singer, seconded by Peterson to approve the amount of $12,000.00 to be divided equally between the towns providing recycling bins for rural residents in Webster County (Currently includes the towns of Badger, Barnum, Callender, Clare, Dayton, Duncombe, Gowrie, Lehigh, Moorland, Otho, Vincent, and the unincorporated are of Burnside). Motion carried unanimously.

Rick William, with Iowa Farms reported a drainage concern regarding an intake within the county road right-of-way along the east side of Lainson Avenue in the Northwest Quarter of Section, Lost Grove Township. County will look into this matter.
