Reorganizational Meeting
Friday January 2, 2009
The Board of Supervisors met in Session on the above date with the following members present: Condon, Dencklau, Motl, Singer and Peterson. Absent: None.
Honorable Judge Mark Cady conducted the swearing into office of the following elected officials taking office January 1, 2009: Phil Condon, Robert Singer and Eddie Peterson elected to the office of County Supervisor; Brian Mickelson elected to the office of County Sheriff; and Carol Messerly elected to the office of County Auditor.
The County Auditor called the meeting to order entertaining a motion to appoint a Temporary Chairperson. Moved by Motl, seconded by Singer to appoint Phil Condon, Temporary Chairperson. Motion carried unanimously.
Moved by Dencklau, seconded by Peterson to appoint Phil Condon as Chairperson for Year 2009. Motion carried unanimously.
Moved by Motl, seconded by Singer to appoint Keith Dencklau as Vice-Chairperson for Year 2009. Motion carried unanimously.
Moved by Singer, seconded by Peterson to approve minutes of the December 30, 2008 regular meeting. Motion carried unanimously.
Moved by Dencklau, seconded by Motl to authorize Auditor to issue warrants for Year 2009 when Board is not in session for the following named purposes: freight, express, postage, utilities, salaries and payroll where such compensation shall have been previously fixed by Board upon certificate of the officer or foreman under whom such compensation shall have been earned. Motion carried unanimously.
Moved by Motl, seconded by Singer to approve The Messenger, Dayton Review and Gowrie News as the Official Newspapers of Webster County for Year 2009. Motion carried unanimously.
Moved by Singer, seconded by Peterson to appoint Jeffrey Frye and Tom Donner, Webster County Drug Audit Committee for year 2009. Motion carried unanimously.
Moved by Peterson, seconded by Dencklau to approve Eric Eide, Drainage Attorney for year 2009. Motion carried unanimously.
Moved by Dencklau, seconded by Motl to appoint Cody Peterson, Weed Commissioner for year 2009. Motion carried unanimously.
Moved by Motl, seconded by Singer to appoint Sheilah Schroder, Planning and Zoning Administrator for year 2009. Motion carried unanimously.
Moved by Singer, seconded by Peterson to receive and place on file resignation of Dr. Ed DeHaan, Board Member of the Webster County Board of Health; and approve appointment of Dr. Janet Secor to fill said vacancy. Motion carried unanimously.
Moved by Peterson, seconded by Dencklau to approve the following Board appointments: Ron Campbell and Tom Dorsey to the Webster County Veteran Affairs Commission for three-year terms; Linda Opheim to the Webster County Board of Health for a three-year term; Robert Stark to the Board of Adjustment for a five-year term; Jon E. Anderson, Garrett Geisler, and Bill Kahl to the Planning and Zoning Board for five-year terms; Jerry Beck to Webster County Conservation Board for a five-year term. Motion carried unanimously.

Engineer Randy Will discussed amending 28E Agreements with Callender, Clare, Duncombe, Farnhamville, Harcourt, Lehigh, Moorland and Vincent regarding maintenance of Farm to Market Extensions by changing the amount of road use tax reimbursement from 100 percent to 50 percent. Item will be on next Tuesday’s agenda.

Moved by Denckalu, seconded by Motl to approve minutes of the January 2, 2009 Reorganizational meeting. Motion carried unanimously.
Moved by Motl, seconded by Singer to terminate 28E Agreements with Callender, Clare, Duncombe, Farnhamville, Harcourt, Lehigh, Moorland and Vincent regarding maintenance of Farm to Market Extensions, effective July 1, 2004. Motion carried unanimously.
Moved by Dencklau, seconded by Peterson to direct the County Attorney to draft letter notifying the cities of the termination of the 28E Agreements regarding maintenance of Farm to Market Extensions; and further upon review of County Engineer, authorize Chair to sign said letter of notification. Motion carried unanimously.

Moved by Singer, seconded by Peterson to receive and place on file the following Child Support Recovery Unit employee salary adjustments: LaVonne Pringle to $1,593.47, every two weeks, effective February 7, 2009; and Kristina Jones to $1,064.90, every two weeks, effective March 11, 2009. Public hearing was held to dispose of the following county owned properties by sealed bids: Lot 4 Woodview First Subdivision of part of Block No. 147, Town Company’s Addition to Fort Dodge, Webster County, Iowa; which said county acquired by Tax Sale Deed; and Lot 4, and the South 140 feet of Lot 3, all in Block 55 of Original Town Addition to the City of Fort Dodge, Iowa; which formally occupied by Webster County Disabilities Alliance. No written or oral objections were heard. Moved by Motl, seconded by Singer to closed the public hearing. Motion carried unanimously.

Article 6, Sick Leave
Use of Sick Leave Change last 2 sentences of paragraph to read: Employees will be allowed to use three (3) days of his/her accumulated sick leave per fiscal year for the illness of the employee’s mother, father, spouse, child or step child. The three (3) family illness days may be used in hourly increments.
Article 7, Funeral Leave
Delete “present County employee”. Add: Up to one (1) day of paid leave will also be granted to attend the funeral or memorial service of a current County employee.
