The Board of Supervisors met in Session on the above date with the following members present: Condon, Dencklau, Motl, Singer and Peterson. Absent: None.
Moved by Motl, seconded by Singer to approve minutes of the August 31, 2010 regular meeting. Motion carried unanimously.
Moved by Singer, seconded by Peterson to approve the following salary increases, per labor contract for Webster County Jailers: David Kraft to $13.54 per hour, effective September 10, 2010; Keaton Lunn to $13.54 per hour, effective September 13; Renee Ryan to $14.66 per hour, effective September 20, 2010; and Melissa Nelson to $14.28 per hour, effective September 27, 2010. Motion carried unanimously.
Moved by Peterson, seconded by Condon to receive and place on file 18-month salary increase for LaDons Sams, Class A Equipment Operator, to $19.88 per hour effective September 2, 2010, per labor agreement. Motion carried unanimously.
Moved by Condon, seconded by Motl to receive and place on file appointment of Todd Clark, Clerk of the Savage Sanitary District Board to fill vacancy. Motion carried unanimously.
Moved by Motl, seconded by Singer to receive and place on file the following: Semi Annual Report of Webster County Treasurer for period ending June 30, 2010 (Copy on file in Auditor’s office). Motion carried unanimously.
Moved by Singer, seconded by Peterson to approve and authorize Chair to sign request for waiver from requirements of Section 509A for the County’s mini-self-funded plan (Copy on file in Auditor’s office). Motion carried unanimously.

Moved by Motl, seconded by Condon to approve minutes of the September 7, 2010 regular meeting. Motion carried unanimously.
Moved by Condon, seconded by Motl to receive and place on file the following Drainage Repairs: D.D. #4 Webster and #272 Hamilton; D.D.102 Webster and #5 Humboldt; D.D. #29; and D.D. #5 Lateral One. Motion carried unanimously.
Moved by Motl, seconded by Condon receive and place on file resignation of David Stone and Scott Attig, Peer Staff, effective September 9, 2010. Motion carried unanimously.
Moved by Condon, seconded by Motl to receive and place on file pay increase for Diane Kahl to $1,134.56 every two weeks, effective October 30, 2010, per recommendation of Jessica Wernimont, Child Support Recovery Unit Supervisor.
Motion carried unanimously.
Moved by Motl, seconded by Condon to approve bond of Russ’s Construction for installation of septic systems. Motion carried unanimously.
Moved by Condon, seconded by Motl to approve MH/DD Services rates for Northwood Living, a service of Opportunity Village for period of October 1, 2010 through September 30, 2011. (Copy on file in CPC’s office). Motion carried unanimously.

Iowans Helping Iowans Unmet Needs
Disaster Assistance Programs
Whereas, 32 Iowa counties received presidential declaration for Individual Assistance as a result of the sever weather beginning June 1, 2010: and
Whereas, the Iowans Helping Iowans Unmet Needs Disaster Assistance Program is available to these counties to assist in recovery; and
Whereas, the local administrative entity will certify eligibility of each applicant household, the disaster-related unmet need, and provide direct payment reimbursement or voucher for purchase of qualified good and services: and
Whereas, the grant program requires a local entity be authorized to administer the funds:
Therefore, be it resolved by the board of supervisors of Webster County that the Board of Supervisors hereby adopts this Iowans Helping Iowans Unmet Needs Disaster Assistance Program.

The following bids were received for demolition project DBA 2010-02: D and L Metal Recycling in the amount of $2,500.00 and Midwest Construction Services in the amount of $3,690.00. Moved by Condon, seconded by Motl to award the bid submitted by D and L Metal Recycling in the amount of $2,500.00 for demolition project DBA 2010-2; and authorize Chair to sign contract documents. Motion carried unanimously.

At 10:30a.m., the following bid was received for Culvert Replacement Project L-891850—73-94 located on 240th Street between Section 7 and 18, Township 88 North, Range 29 West, Elkhorn Township: Midwest Contracting LLC in the amount of $90,410. Engineer Randy Will recommend that said bid be approved.
Moved by Condon, seconded by Motl to award bid for Culvert Replacement Project Number L-891850—73-94 to Midwest Contracting LLC in the amount of $90,410.00; and further to authorize Chair to sign contract documents at the appropriate time. Motion carried unanimously.

The Board of Supervisors met in Session on the above date with the following members present: Condon, Dencklau, Motl, Singer and Peterson. Absent: None.
At 9:00a.m., the Board met to Canvass the September 14, 2010 Special Election – Iowa Central Community College. Moved by Motl, seconded by Singer to approve the following as the Official Webster County Canvass of the September 14, 2010 Merged Area V Special Election: Public Measure A – Yes 749 votes No 458 votes and declared adopted.
Public Measure B – Yes 758 votes No 446 votes and declared adopted.
Motion carried unanimously.
Moved by Motl, seconded by Singer to approve minutes of the September 14, 2010 regular meeting. Motion carried unanimously.
Moved by Singer, seconded by Peterson to receive and place on file the following Drainage Repairs: D.D.#43 and D.D.#122. Motion carried unanimously.
Moved by Peterson, seconded by Condon to approve salary increase for Deputy Mike Kenyon to $52,093.12, effective August 24, 2010, per labor agreement. Motion carried unanimously.
Moved by Condon, seconded by Motl to approve the appointments of Bennett O’Connor, Darren Driscoll and Janece Valentine to the Civil Service Commission, for three-year terms. Motion carried unanimously.
Moved by Motl, seconded by Singer to approve request from the City of Dayton to abate prorated property taxes in the amount of $1085.27, for the period of time which the property at 22 South Main, Dayton, Iowa was owned by the City of Dayton. Motion carried unanimously.
Moved by Singer, seconded by Peterson to approve and authorize chair to sign the following resolution:
RESOLUTION 2010-09-21
Temporary Road Closure of Webster County Route C56 to
Through Traffic between U.S. Highway 169 and
Webster County Route P53 and Designating a Detour Route
WHEREAS, Iowa Code Section 306.41 provides for the temporary closing of sections of roadway when necessary because of construction and maintenance, and
WHEREAS, the Webster County Engineer has been authorized by a previous resolution of the Webster County Board of Supervisors to execute the above requirements of Iowa Code Section 306.41 regarding temporary road closures, and
WHEREAS, construction of U.S. Highway 169 requires a portion of Webster County Route C56 to be reconstructed and temporarily closed to through traffic during construction.
NOW, THEREFORE, BE IT RESOLVED by the Webster County Board of Supervisors that Route C56 be temporarily closed to through traffic between U.S. Highway 169 and Route P53 and the following roads be designated as a detour route:
From the junction of Webster County Route C56 and U.S. Highway 169; thence South on U.S. Highway 169 to the junction of Webster County Route D14; thence East on Webster County Route D14 to the junction of Webster County Route P56; thence North on Webster County Route P56 to the junction of Webster County Route C56, thence West on Webster County Route C56 to the junction of Webster County Route P53.
BE IT FURTHER RESOLVED that the traffic control devices for the aforementioned road closure and detour route were established at 9:00 A.M., Tuesday, September 21, 2010 and shall continue for the duration of said road construction as determined by the Iowa Department of Transportation and Webster County Engineer.

The Board of Supervisors met in Session on the above date with the following members present: Condon, Dencklau, Motl, Singer and Peterson. Absent: None.
The Webster County Board of Supervisors, acting as the Canvass Board for Merged Area V – Iowa Central Community College met to canvass the votes of the Special Election held on September 14, 2010. The following two public measures were on the ballot:
Public Measure A - to levy a tax not exceeding twenty and one-fourth cents per thousand dollars of assessed value in any one year for a period of ten consecutive fiscal years, commencing with the levy for fiscal year 2015, for the purchase of grounds, construction of buildings, payment of debts contracted for the construction of buildings, purchase of buildings and equipment for buildings, and the acquisition of libraries, for the purpose of paying costs of utilities, and for the purpose of maintaining, remodeling, improving, or expanding the community college of the merged area; and Public Measure B – to levy a tax not exceeding six cents per thousand dollars of assessed value in any one year for a period of ten consecutive fiscal years, commencing with the levy for fiscal year 2016, payable in the fiscal year beginning July 1, 2015, for the purposes of program sharing between community colleges or for the purchase of instructional equipment.

Moved by Motl, seconded by Singer to approve minutes of the September 21, 2010 regular meeting and September 27, 2010 special meeting. Motion carried unanimously.
Moved by Singer, seconded by Peterson to approve employment of the following as part-time peer staff for the Friendship Center at an hourly wage of $7.25 per hour, effective September 29, 2010: Tom Odefey, Judy Stoltenberg and Ryan Voster. Motion carried unanimously.
Moved by Peterson, seconded by Condon to appoint Marilyn Simonson to the Callender Heritage Library Board as the rural representative. Motion carried unanimously.
Moved by Singer, seconded by Motl to approve and authorize Chair to sign lease agreement for temporary space for Juvenile Court Services during the renovation of the Law Enforcement Center subject to the provisions addressed by Cori Kuhn Coleman, Assistant County Attorney. (Copy on file in Auditor’s office). Motion carried unanimously.
Moved by Motl, seconded by Singer to approve and authorize Chair to sign Interim Assistance Reimbursement Agreements with Iowa Department of Human Services for General Assistance, Veteran Affairs, and Webster County CPC services. (Copies on file in Webster County Community Services office). Motion carried unanimously.
Moved by Singer, seconded by Peterson to receive and place on file Webster County Jail inspection. (Copy on file in Auditor’s office). Motion carried unanimously.
Moved by Peterson, seconded by Condon to approve and authorize chair to sign utility permit application from Interstate Light & Power Company (Alliant Energy) to rebuild overhead power lines along Oak Avenue between Section 32 and 33, Township 86 North, Range 28 West, Dayton Township. (Copy on file in Engineer’s office). Motion carried unanimously.
At 10:45a.m. a telephonic meeting was held for the convenience of both boards, on the completion of repairs to Joint Drainage District #4 Webster & #263 Hamilton, Lateral 7. For further particulars, see Drainage Record Book.
