Public Hearing was held on first Consideration of an amendment to Zoning Ordinance 046 and Future Land Use Map in the Comprehensive Plan to rezone property from R-2 to I-1, which includes various parcels in Roelyn and in Section 20, 21, 28, 29 in Township 88 North, Range 30 West of the 5th P.M., Webster County, Iowa. No written or oral objections were heard; therefore Chairman Dencklau closed the hearing.

Moved by Singer, seconded by Peterson to approve and authorize Chair to sign the following resolution:
RESOLUTION ESTABLISHING SPEED LIMITS ALONG ROUTE P56 (NELSON AVENUE) FROM THE NORTH CORPORATE LIMITS OF FORT DODGE NORTH TO 160TH STREET:
WHEREAS, the Webster County Board of Supervisors is empowered under the authority of Sections 321.255 and 321.285 of the Code of Iowa, to determine upon the basis of an engineering and traffic investigation, that the speed limit of any secondary road is greater than is reasonable and proper under the conditions existing, and may determine and declare a reasonable and proper speed limit, and
WHEREAS, such an engineering and traffic investigation has been completed by the Webster County Engineer in cooperation with the City Engineer of Fort Dodge
NOW THEREFORE BE IT RESOLVED by the Webster County Board of Supervisors that the speed limit be established and appropriate signs be erected at the location described as follows:
45 MPH along Route P56 (Nelson Avenue) from the north corporate limits of Fort Dodge north to Route D14 (170th Street)
50 MPH along Route P56 (Nelson Avenue) from Route D14 (170th Street north to 160th Street)
These speed limits shall be effective when the traffic control signs are erected.

At 10:30 A.M. a Public Hearing was held on proposal to vacate all that part of the alley in Block One (1) of the Original Town of Burnside, in the Northeast Quarter (NE ¼) of Section 16, Township 87 North, Range 28 West of the Fifth Principle Meridian, Webster County, Iowa described parcel being 16 feet in width, and 300 feet in length, running in a northerly-southerly direction, and containing 0.11 acres more or less. No written or oral comments or objections were heard; therefore Chairman Dencklau closed the public hearing.

RESOLUTION TO VACATE ALLEY AND REVERSION FOR TAXATION
RESOLUTION to vacate the following described alley located in the Northeast Quarter (NE ¼) of Section 16, Township 87 North, Range 28 West of the Fifth Principal Meridian, Webster County, Iowa, Burnside Civil Township, to wit:
All that part of the alley lying between Lots 1 through 6 on the east line and Lots 7 through 12 on the west line of said alley, and between the north right of way of 304th Street and the south right of way line of 303rd Street; all in Block One (1) of the unincorporated Original Town of Burnside, platted as 16 feet in width and 300 feet in length, running in a north to south direction, and containing 0.11 acres, more or less. Refer to attached “Exhibit A”.
WHEREAS, on the July 26, 2011, a resolution to initiate vacation of the above described parcel was passed by the Webster County Board of Supervisors, and in accordance with Chapter 306 of the 2011 Code of Iowa a date was set for a hearing by the Webster County Board of Supervisors and legal action was served on all interested parties, and said notice did state the hearing date was set for 10:30 A.M., Tuesday, August 23, 2011, in the Board Room of the Webster County Board of Supervisors, Webster County Courthouse, Fort Dodge, Iowa and,
WHEREAS, said hearing was held on above-mentioned date and all objections or comments, either oral or written, were received for consideration by the Board of Supervisors of Webster County.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors of Webster County, Iowa, hereby vacates the above described alley, subject to the right of a utility association, company, or corporation to continue in possession of a right of way in use at the time of the vacation.
BE IT FURTHER RESOLVED, by said Board of Supervisors, that the above described vacated alley be reverted (split 8 feet width to each) to the abutting landowners, and added to the Webster County Tax Roll, without further action of the Board.

Tanner Carlson voiced his concerns regarding crop damages along the dredge ditch in Section 1, Roland Township, due to a cleanout. The board will contact Eldon Rossow, Drainage Engineer and get back to Mr. Carlson. No action taken.
