Moved by Singer, seconded by Peterson to approve minutes of the April 26, 2011 regular meeting. Motion carried unanimously.
Moved by Peterson, seconded by Condon to receive and place on file the following Drainage Repairs: D.D.#195, D.D.#253, D.D.#2, D.D.#314, D.D.#4 Webster & #263 Hamilton - Lateral 7, D.D.#95 Webster & #87 Hamilton. Motion carried unanimously.
Moved by Condon, seconded by Fletcher to approve six-month salary increase for Anita Walstrom to $12.48 per hour, per labor contract. Motion carried unanimously.
Moved by Fletcher, seconded by Singer to appoint the following to the Temporary Redistricting Commission: Dan Garst, Bob Stark, Peg Royster, Mel Schroeder and Diane Engquist. Motion carried unanimously.
Moved by Singer, seconded by Peterson to receive and place on file Manure Management Plan Update for Homer Site (Kreg Kantak) in Section 7 Webster Township, Hamilton County. (Copy on file in Auditor’s office). Motion carried unanimously.
Moved by Peterson, seconded by Condon to approve and authorize Chair to sign Law Enforcement Center Mechanical Upgrades, Change Order No. One increasing the contract $1,920, for additional piping to vent floor drain in boiler room; and to approve Directive No. 1, Law Enforcement Center – Phase One Contract regarding Northeast Sally Port lintel support. Moved by Condon, seconded by Fletcher to approve and authorize Chair to sign proposal in the amount of $10,564.00 to install split air conditioning system for server room in the Bank Building. Motion carried unanimously.
Moved by Fletcher, seconded by Singer to receive and place on file Auditor’s Report and Financial Statements for fiscal year ending June 30, 2010. (Copy on file in Auditor’s office). Motion carried unanimously.
Moved by Singer, seconded by Peterson to approve and authorize Chair to sign Certification of Cost Allocation Plan for year ending June 30, 2010. (Copy on file in Auditor’s office). Motion carried unanimously.
Moved by Peterson, seconded by Condon to receive and place on file Planning and Zoning Commissioner’s Report recommending an amendment to Zoning Ordinance 046 to rezone property from A-2 to ME in the Southwest Quarter of Section 10, Township 89 North, Range 29 West of the 5th P.M., Webster County, Iowa; and further to set May 17, 2011 at 10:00a.m. as the time and date for first consideration to amend said Zoning Ordinance and Future Land Use Map in the Comprehensive Plan. (Michael Moore intends to extract minerals).

Moved by Condon, seconded by Fletcher to approve and authorize Chair to sign contract documents with Fort Dodge Asphalt for the following road resurfacing projects: 1) STP-S-CO94(89)—5E-94 on Route D26 from Calhoun County Line east to Routes D20/D36; 2) FM-CO94(90)—55-94 on Route P29 from Highway 7 north to Route C66; and 3) LFM-D20—7X94 on Route D20 from west of Hayes Avenue to Highway 169. Moved by Fletcher, seconded by Singer to approve County Engineer’s recommendation to accept Fort Dodge Asphalt’s bid in the total amount of $227,693.75 for Project LFM-P59/C56—7X-94 to replace approximately 460 feet of existing pavement on Route P59 directly south of Route C56 with curb and gutter, storm sewer pipe and new pavement. Motion carried unanimously.
Moved by Singer, seconded by Peterson to approve and authorize County Engineer to sign reimbursement agreement with MidAmerican Energy for costs to temporarily relocate and later reconstruct their electric line on 150th Street over Soldier Creek for bridge replacement project. At 8:30a.m. the Board of Supervisors canvassed Gowrie Special Election held on May 3, 2011. Moved by Singer, seconded by Peterson to approve the following as the Official Canvass of the Gowrie City Special Election held on May 3, 2011: Public Measure A Yes - 264 votes; No – 7 votes; therefore public measure declared adopted. Motion carried unanimously.
Moved by Peterson, seconded by Condon to approve minutes of the May 3, 2011 regular meeting. Motion carried unanimously.
Moved by Condon, seconded by Fletcher to receive and place on file the following Drainage Repairs: D.D.#141, D.D.#219, D.D.#230, and Joint D.D.# 54 Webster & #58 Hamilton Counties. Motion carried unanimously.
Moved by Fletcher, seconded by Peterson to approve employment of Elizabeth Raygor, Linda Mosley, Kimberly Shineflew, and Jeanette Opheim, as part-time peer staff for the Friendship Center at an hourly rate of $7.25 per hour, effective May 11, 2011. Motion carried unanimously.
Moved by Peterson, seconded by Condon to approve 28E Agreement with Iowa Department of Natural Resources for maintenance of the Gypsum City OHV Park and authorize the Conservation Director to hire seasonal employees for the OHV Park. (Copy on file in Auditor’s office). Motion carried unanimously.
Moved by Condon, seconded by Fletcher to approve 28E Agreement with the City of Fort Dodge Parks, Recreation, & Forestry Department for a seasonal, shared-Natural Resource Technician II Position and authorize the Conservation Director to fill the position. Motion carried unanimously. It was noted that the Conservation Board is requiring an addendum address Worker’s Compensation and Liability issues to follow in the near future.

This amendment to the above-referenced contract (Contract) is made by and between the Iowa Department of Natural Resources (DNR) and Webster County Conservation Board (Contracted Party).For good and valuable consideration, the sufficiency of which is acknowledged by the parties, the parties agree to amend the Contract as follows:
1. Special Conditions Section: ARTICLE III. TIME OF PERFORMANCE
The Contractor shall commence work on the Contract on the beginning date and complete contract tasks by the ending date, as set forth in this agreement amendment by the effective dates here-in. Effective July l, 2011 and ending June 30, 2012.2. Moved by Condon, seconded by Fletcher to approve 2010 Tax Exempt Status for Wildlife Habitat under Slough Bill enacted in1982 and further to approve the following applications for open prairie, rivers and streams, forest cover, recreation lakes and residential wildlife habitat as exempt property per Board Resolution on April 12, 1983; and receive and place on file Native Prairie tax exemptions.

Public Hearing was held on the final consideration to amend Webster County Ordinance No. 43, striking the current burial policy and replacing it with a new burial policy which allows payment for cremation only. No written or oral comments were heard; therefore Chairman Dencklau closed the public hearing.
Moved by Peterson, seconded by Condon to approve final consideration and adopt to amend Webster County Ordinance No. 43, striking the current burial policy and replacing it with a new burial policy which allows payment for cremation only. At 10:20 a.m. it was moved by Condon, seconded by Fletcher to enter in to closed session to discuss Webster County correctional officer employment pursuant to Iowa Code section 21.5(g) and 21.5(i). Roll call vote: Ayes – Dencklau, Peterson, Condon and Fletcher. Nays – None. Singer temporarily absent. Motion carried.
At 11:00 a.m. it was moved by Peterson, seconded by Fletcher to return to open session. Roll call vote: Ayes – Dencklau, Singer, Peterson, Condon and Fletcher. Nays – none. Motion carried unanimously.
Moved by Fletcher, seconded by Singer to staff jail per recommendation of Jail Administrator while the jail floor is under renovation, allowing for careful consideration for protection of the jail staff and inmates and the County budget. Motion carried unanimously.

Architect John Haila was directed to review the bids and submit his recommendation at the regular board meeting on May 17, 2011.

Moved by Condon, seconded by Fletcher to approve the following amendments to fiscal year ending June 30, 2011and related department appropriation changes: Increase Road and Transportation $130,000 and decrease Roadway Capital Projects $130,000, all within Department 20; and further to increase Capital Projects $900,000 within Department 99, for Law Enforcement Project. Motion carried unanimously.

The Board discussed housing of inmates during Phase III of the Law Enforcement Center 2011 Jail Project. With little information presented, no action was taken.
