Moved by Dencklau, seconded by Peterson to approve employment of James Stanberg, Part-time Natural Resource/Trail Technician at the rate of $12.00 per hour, effective July 1, 2012 (shared with City of Fort Dodge). Motion carried unanimously.
Moved by Peterson, seconded by Condon to approve employment of Joseph Tofilon, Assistant County Attorney at a starting salary of $55,000.00, effective August 13, 2012. Motion carried unanimously.

Motion carried unanimously.
The following proposals were received by Engineer Randy Will for hoop storage building at Webster County maintenance facility located at 1676 Fairbanks Avenue, Clare, Iowa: Friedman Distributing, Inc. - $26,431.93; A & B Construction - $27,516.00; and ClearSpan Fabric Structures International, Inc. - $33,271.00.
Moved by Condon, seconded by Dencklau to approve and authorize Chair to sign contract with Freidman Distributing, Inc. in the amount of $26,431.93 for furnishing and installing hoop storage building at 1676 Fairbanks Avenue, Clare, Iowa. Motion carried unanimously.
Moved by Dencklau, seconded by Peterson to approve and authorize Chair to sign contract with W & H Coop for furnishing diesel motor fuel at Webster County Secondary Road Department, per terms of 2010 contract. Motion carried unanimously.
Moved by Peterson, seconded by Condon to approve request from the City of Dayton to establish a detour on two miles of granular surfaced Quail Avenue, one mile of granular surfaced 380th Street, and one-half mile of paved surfaced Racine Avenue from approximately 9:30 A.M. to 11:30 A.M. Monday, September 3, 2012 during the 2012 Dayton Labor Day Parade, subject to the City of Dayton being responsible for all necessary and proper traffic control per the Manual on Uniform Traffic Control Devices. Motion carried unanimously.

Moved by Dencklau, seconded by Condon to approve and authorize Chair to sign Inter-Local Agreement between the City of Fort Dodge, Iowa and County of Webster, Iowa 2011 Byrne Justice Assistance Grant (JAG) Program Award, amending the use of the JAG 2011 grant funds. (Copy on file in Auditor’s office). Motion carried unanimously.
Moved by Condon, seconded by Fletcher to adopt the following Resolution:
Whereas, the State of Iowa has appropriated moneys for fiscal year July 1, 2012 through June 30, 2013, which moneys are insufficient to fully fund the various local property tax credits/exemptions,
And, whereas, Iowa Code Section 25B.7 requires local governments to extend to the taxpayers only those portions of the property tax credits/exemptions that are estimated by the Iowa Department of Revenue and Finance to be funded by the sate appropriation,
And, whereas the Iowa Department of Revenue and Finance has estimated the percentages of funding for the affected property tax credits/exemptions as follows: Homestead credit (including Disabled Veteran’s Homestead Credit) 78%, Low-income, Elderly, Disabled Credit 100%, Military Exemption 100%,
And, whereas the option of fully funding property tax credits/exemptions will cause a funding shortfall to local governments in the County, this fiscal year,
And, whereas the option of passing on the reduced state-reimbursed values of the credits will increase the amount of net taxes in the County,
And, whereas we find that passing on the reduced state-reimbursed values of the homestead credits to the taxpayers in the County funds local governments to the greatest effect while impacting the largest number of persons with minimal effect and, therefore, in the public interest,
Now, therefore, be it resolved pursuant to Iowa Code Section 25B.7 that the property tax credits/exemptions in Webster County for fiscal year July 1, 2012 through June 30, 2013 shall be funded as follows:
Homestead Credit 78%
Low-Income, Elderly, Disabled Credit 100%
Military Exemption 100%

Moved by Dencklau, seconded by Peterson to approve and authorize Chair to sign contract with Olsson and Associates for completion of Step 2 Application requirement for IEDA Site Certification Program. Contract amount shall not exceed $4,400.00. Motion carried unanimously.
Moved by Peterson, seconded by Fletcher to receive and place on file 6-month salary increase for Daymon Peterson, Class C Equipment Operator, to $18.86 per hour effective July 31, 2012 per labor agreement. Motion carried unanimously.
At 10:30 a.m. a Bid Letting for Construction of new road approximately two miles east of Barnum and south of Iowa Highway 7 was held. The only bid received was submitted by Fort Dodge Asphalt in the amount of $1,173,154.90. Moved by Fletcher, seconded by Dencklau to approve the lowest responsible bid from Fort Dodge Asphalt and authorize the County Engineer to send a contract to said contractor with the lowest responsible bid, subject to Engineer’s final review and upon concurrence from Iowa DOT. Motion carried unanimously.
