Building Permits & Policies

No building or structure shall be used or occupied, and no building or structure or part thereof shall hereafter be erected, constructed, reconstructed, moved or structurally altered without obtaining an approved Building/Zoning Permit.

Drainage Permits & Policies
Webster County requires a permit to be completed and approved for any construction performed over, across or beneath any established Webster County Drainage District, Multi County Drainage District and or tile line.

Engineer Permits & Policies

Webster County Ordinance No. 028 prohibits the unauthorized use of county secondary road right of way without a permit. "County Secondary Roadway Right-of-Way" means the entire width, distance and portion of any property that the County has the right to use for roadway purposes. "County Secondary Roadway Right-of-Way" includes the traveled portion of the roadway, the shoulder and the ditches and embankments, including both foreslopes and backslopes, attached to any County Secondary Road that are used for roadway purposes. "Unauthorized Use of the County Secondary Roadway Right-of-Way" means any use of the County Secondary Roadway Right-of-Way that is not pre-authorized in writing by the Webster County Engineer.

Entrance/Driveway Permits

Webster County requires permits be issued for the construction of all new driveways, field entrances, and extensions of existing entrances constructed within the right-of-way controlled by the county.

Entrance permit applications shall be submitted to the County Engineer’s office. Upon receipt of the application, the site will be reviewed to determine if a drainage culvert is required or if any problems exist that may prohibit construction at that location.  A copy of the approved permit will be returned to the applicant, or a letter of explanation if the permit is denied.

Upon completion of construction the applicant is asked to notify this office for final inspection.

 Oversize/Overweight Loads

Webster County requires permits be issued for oversize/overweight loads.  Operating a vehicle on county roads that weighs more than 80,000 lbs or exceeds any of the following dimensions will require this permit.
Width - 8'6"
Height - 13'6"
Length - 41' (single vehicle) or 53' (trailer)

Subdrain Crossing

Webster County requires a permit when installing subdrains/tile lines parallel to a county road and within the county right-of-way.


Utility Permits

Utility Companies performing work within the county right-of-way will be required to obtain a permit.  This includes telecommunications, electric, gas, water, and sewage utilities.


Work in the Right of Way

Webster County requires a permit for any work or activities conducted in the county right-of-way that are not covered by any other permit.


Dust Control

Dust generated by the traffic on gravel roads is a common concern with rural living.  The county does not apply dust control, except where the road is established as a detour or haul route. Any person desiring to have dust control on a section of road under county jurisdiction shall be responsible for hiring an approved contractor.

The normal treatment available will be 400 linear feet x 18 feet in width, with treatment being applied in two separate applications.  Scheduling of these applications will be the responsibility of the contractor selected by the resident.  Webster County will prepare the site prior to the application by the chosen contractor.

Contractors approved by Webster County, and the costs to the participating residents will be update annually.  Payment for the dust control applications will be made directly to the chosen contractor.


 Snow Removal

The purpose of this resolution is to establish Webster County's policy and level of service in respect to clearance of snow or ice and maintenance of its secondary road system during the winter months, specifically defined as November through April, as provided in Section 668.10(2) (2010), Code of Iowa, and pursuant to the provisions of Section 309.67, Code of Iowa.  This policy and level of service are to be implemented within the amount of money budgeted for this service, and as contained in Webster County's secondary road budget as submitted to and approved by the Iowa Department of Transportation and adopted by the Webster County Board of Supervisors.  The clearance of roads at any cost, under any circumstances, day or night, is not Webster County's policy.
